South Carolina
To apply for a septic permit in South Carolina, you'll first need a septic permit application (DHEC form 1740). It's available online at http://www.scdhec.net/. For a single family home, you'll need the Application for Permit to Construct an Individual Sewage Treatment and Disposal System. http://www.scdhec.net/health/envhlth/onsite_wastewater/septic_tank.htm This form will need to be filled out and signed by the current owner.
If you are purchasing a new lot that has not yet closed, the permit may be assigned in your name (the new owner), but the current property owner (the seller) needs to sign the form, which grants permission for the health department to inspect the property and designate a site for the septic system. Once the form is completed, it needs to be taken to the Building and Codes department along with a plat of the land and the application fee ($150 in 2007).
The Building and Codes department will grant a zoning compliance, and DHEC will schedule a perk test. Building and Codes is located in Suite 106, 1070 Heckle Blvd., Rock Hill (803-909-7200), and DHEC is in Suite 302 (803-909-7379).
